Pan London Authority Forum

THESE SESSIONS WILL BE STRICTLY GOVERNED BY THE CHATHAM HOUSE RULE Creating a Pan London Local Authority community for BCM Introduction The CCA was laid before parliament at the end of July 2005 together with regulations and guidance covering England. By Nov 15 2005 local authorities have to comply with the act, with the exception of the duty to promote BCM to wider community that comes into force on the 15th May 2006.

A key element of the Act is that Category 1 responders, that include Local Authorities and emergency services, must implement BCM to cover their emergency response capabilities and critical (vital) services. In London there are 33 authorities grouped together into 6 London Regional Resilience Forums. The London Fire and Emergency Planning Authority (LFEPA) provide the secretariat for the LRRFs and the central gold control centre for the 33 authorities. This structure is generally mirrored across the country centred on the various Regional Government Offices and their associated Resilience Teams.

The Continuity Forum is working with London Fire and Emergency Planning Authority (LFEPA) and the London Resilience Team to assist the London Boroughs to meet the BCM requirements of the CCA, both in their own planning and the promotion of BCM to the wider community. The format decided is to run regular events specifically for the various authorities over the coming year, starting in September and supporting this activity with a private and secure online Forum group, delivered though the Continuity Forums' Website. We are independent and have both considerable expertise and an extensive network available to support this Group as well as a track record of providing quality events covering specific areas of BCM and for raising general BCM awareness.

PAN LONDON FORUM - an introduction

It is proposed that by working practically with key public bodies in London Continuity Forum create a London Local Authority BCM Forum that will enable the sharing of knowledge and the promotion of good practice. The Continuity Forum will be providing a series of tailored events for the 33 boroughs to meet their specific needs across the range of BCM disciplines. We will also be providing a closed user Local Authority discussion forum on the Continuity Forum website to allow the BC managers in the Local Authorities to seek help and assistance and the sharing of documentation as appropriate as they work towards compliance with the CCA.

Continuity Forum will also be able to support the boroughs in their promotion of BCM to the wider community by helping in the design of events, access to speakers and other resources. Working with appropriate public bodies in London will be able to assist with the design of appropriate material for use by the boroughs in their own targeted BCM promotional campaigns.

Through this Pan London Forum we believe essential support and resources can be delivered to the Londons Authorities and their key partners helping develop and build effective ways in which all boroughs can cost effectively quickly meet the requirements of the CCA. The first meeting of this group will be held on the 29th September with subsequent meeting held throughout the next 12 months. _________________________
